Representative Office of the Vologda Region in St. Petersburg
Client: Department of Construction, Energy, Housing and Communal services of Vologodsky Region.
Project goal: to create by architectural means the image of a significant administrative institution corresponding to the status of the Representative region of the Russian Federation.
The territory of the project is located in the southern part of the Vyborgsky District, Saint Petersburg and is bounded by Neva embankments, Grenaderskaya St., Bolshoy Sampsonievsky Prospectus and Maly Sampsonievsky Prospectus. This area is dominated by industrial buildings, some of which are architectural memorials protected by the state. An outlet to the Neva-river embankments and a combination of industrial and residential estate within the same city block determine the type of the prospective development.
The project aims are to create an imposing administrative structure consistent with the status of the representative office of the Russian Federation subject and flawlessly integrated in the existing architectural environment. According to the Saint Petersburg Master Plan, the territory forms part of the zone including health, cultural and further/higher education facilities, administrative and research facilities and places of worship. The layout proposal suggests demolishing the non-operating boiler units and garages and replacing them with public/business facilities. At the same time, the project identifies areas which should remain free from construction and provide access to all buildings.
Apart from the planning and survey stages, the Institute has developed a conceptual design for the Representative Office block. The block is dominated by the chief administrative building which has a closed rectangular shape with an enclosed atrium and glazed portals on the facades overlooking the adjacent streets and the future pedestrian zone. The soft shapes of the residential and ancillary facilities serve as a perfect background for the dominating office structure. This modern architectural image is in harmony with existing buildings owing to its sloping roof and large glazed spaces.
