Novo-Orlovskaya Special Economic Zone. Architectural Concept
Client: PLC "Special Economic Zone - Expert".
Project goal: to concentrate on the same area companies developing science-intensive technologies and carrying out research and facilitate their coordination and successful development by architectural means and adequate functional zoning of the territory.
The area (112 hectares) reserved for special economic zone is located in the North-West of Saint-Petersburg, to the north from the Novo-Orlovsky parkland, and according to the master plan is allocated for public and business projects. The concept is based on the approved scheme of planning and surveying the territory to the North from Novo-Orlovsky parkland, the scheme having been developed earlier by the Institute in the order of the Saint-Petersburg Government Committee of Economic Development, Industrial Policy and Commerce.
According to its definition an exclusive economic zone is an area heavily equipped with constructions meeting different functional requirements and allowing the zone to maintain its autonomous existence in an urban environment.
The designers of the Institute divided the zone into several functional sub-zones. The leading role in the structure of the zone belongs to scientific and research projects which specialize in high information technologies, means of communication, telecommunications, software, as well as other scientific areas connected to innovations. A multifunctional complex with a congress hall, innovation and exhibition centers, administration of the special economic zone, technology transfer centre and some entertainment centers are supposed to be at the crossing of Parashutnaya Street and the road to Kamenka. A recreational area in a partly preserved parkland is planned to be developed in the centre of the zone. Transport connection between the zone and other parts of the city will mainly be established through newly built or reconstructed city’s arteries which solve the problem of the city’s transport seclusion.
While developing structural and architectural concept of the Novo-Orlovskaya zone, specialists of the Institute managed to spread the projects over the special economic zone and in such way to guarantee an even distribution of the working staff (18.5 thousand people) over the territory. The idea to divide the major research and production units into four basic groups provides the residents with an opportunity to maneuver and to choose the location depending on the resources and a kind of activity.
The first stage of the construction which is financed from the budgetary funds covers the construction of the launch multifunctional complex with all the necessary projects. This order of construction will allow the special economic zone to start adequate functioning and duly to appreciate the results of early period activity.
